Steam downloads seemed to be capped at 60MB/s and reported only half of my actual speed (500Mbps). Even after I solved the connection dropping issue(s) I was still having issues related to my internet speed being inconsistent between endpoints that should have the bandwidth to support me (1Gbps). I bought a simple 1Gbps NIC and my problems disappeared. That told me that it was something related specifically to this PC and this motherboard. I ran some tests on my local network and saw that if I installed steam on a VM running within ESXI on a different machine that that VM was able to completely saturate my connection and max out the download speed of RDR2, for example.
